The Hi-BA ministry in Japan was begun in 1951 by American missionaries. Under their leadership, a highly qualified Japanese staff was developed, a student center was built in Shibuya (a key area in downtown Tokyo) and a camp was established near the Pacific Ocean. Hi-BA Clubs were begun in the largest cities in Japan, where a large percentage of Japan's 5 million high school students live and go to school. In 1973 the ministry was placed in the hands of the Japanese leadership. Now the missionaries work in Japan at their request and under their leadership.

Biblically trained, full-time Japanese evangelists and American missionaries, working in a unique partnership, lead weekly clubs in the largest metropolitan areas of Japan: the Tokyo-Kanagawa-Saitama area in the Kanto region and the Osaka-Kobe-Kyoto area in the Kansai region. Meeting at the Hi-BA Center in Shibuya and rented rooms at other key locations, Hi-BA Clubs provide an atmosphere for interaction with students from the high schools scattered throughout each local area. Christian students are discipled in: Quiet Time, Evangelism, Bible Memory, Prayer, Missions and Bible Study. Discussions on current problems in student life help them to grow.

The Hi-BA Student Center is the focal point for special evangelistic events such as the annual Ice-Cream Party, gospel music concerts and “Let’s Be Friends” rallies, as well as special discipleship training programs, which complement the Hi-BA Club ministry each Saturday and most holidays. Since many students are the only believers in their school, the Christian fellowship provided by Hi-BA activities is a major ingredient in their spiritual growth. Inviting their school friends to a Hi-BA evangelistic meeting is often the first step in sharing Christ.

Hi- BA Camp, located in Chiba Ken, about 60 miles east of Tokyo, has been the scene of salvation for countless students since 1952. Five weeks of summer camping along with winter and spring camps and shorter discipleship camps make good use of the year-round facilities. Many churches and other Christian camps make use of the camp off-season. Bible Study, sports, ocean swimming, gospel preaching and good food are a few of the ingredients that make a successful camp.
